#14 it was raised to 30000 due to fiber optix connections. The rate was also intended for source as the goldsrc engine (1.6) caps the online rate at 20000.
And it has nothing to do with your internet connection. There literally is no difference between the first and second combination you listed either than that the second is completely misleading but every kid thinks it's better when in reality...
rate is capped at 20k in hl1 games cl_cmdrate capped by your fps (which is 100 with fps_max 100 and can only go over that with developer 1) cl_updaterate - having one more update a second does nothing useful at all and can mess your interp up if you use ex_interp 0 ... use 100 instead. ex_interp 0 automatically adjusts.
